Joanne attended high school in Berkeley, CA, and Monrovia, Liberia, and earned her undergraduate degree from Talladega College in Alabama.  She was actively involved in the civil rights movement during college, demonstrating her commitment to social justice and equality.  Her career included positions with the US Bureau of Labor Statistics and the US National Labor Relations Board.

Joanne was united in marriage with Charles Tate, with whom she shared a loving family and raised two children.  She dedicated herself to the Christian principles of loving God and treating others as she would want to be treated, and her faith guided her actions.  Joanne will be remembered not only for her achievements but also for the love, kindness, and compassionate spirit she shared with all who knew her.  Joanne is survived by her daughter; son, Eric; brother, Daniel; and grandchildren,
